Requesting to initiate suo moto proceedings in the case of detention of Anganwadi protestors at Vijayawada

On January 3, 2024, Anganwadi workers in Vijayawada protested, leading to police intervention and the detention of protestors, including union leaders. The protest was part of a 24-day agitation by over one lakh workers demanding resolution of their issues, resulting in the closure of thousands of Anganwadi centers in Andhra Pradesh.

The Andhra Pradesh government, on January 6, 2024, invoked the Essential Service and Maintenance Act, 1971, prohibiting the strike of Anganwadi workers. It is to be noted  that the use of force and detention constitutes reprisal against their right to protest, highlighting potential violations of international instruments recognizing the right to protest and protect human rights defenders.

HRDA urges Justice (retd.) Mr. AK Mishra, Chairperson of the National Human Rights Commission, to initiate suo moto proceedings under Section 12(a) of the Protection of Human Rights (Amendment) Act, 2019. The appeal emphasizes the need for an independent inquiry through NHRC’s investigation wing and calls for impartial intervention in a timely manner to address the alleged violations.
