Press Freedom Under Threat - HRDA Appeals to NHRC for Action on Journalist Unjust Persecution

On August 22, 2023, journalist Mr. Shishir Shukla witnessed corruption involving the illegal sale of 'Sarva Shiksha Abhiyan' books in Lakhimpur Kheri, Uttar Pradesh.

Despite attempting to report the incident, an FIR (0305) was filed against Mr. Shukla by Block Education Officer Mr. Nagendra Chaudhary and police personnel of Palia police station.

The incident represents a grave violation of freedom of speech and expression (Article 19(a) of the Indian Constitution) for journalists like Mr. Shukla, hindering their crucial role in exposing corruption.

Fabricated charges, abuses, and illegal arrests against journalists, as observed in this case, undermine constitutional rights (Article 19(b) and Article 21).

HRDA urges the NHRC to:

  1. Direct SSP Lakhimpur Kheri to conduct an independent inquiry into the fabricated case against Mr. Shukla and submit a report within two weeks.
  2. Quash all false charges against journalist Mr. Shukla.
  3. Direct Chief Secretary, Uttar Pradesh, to investigate the illegal sale of school books, take action against guilty officials, and submit a report within four weeks.

Direct DGP, Uttar Pradesh, to halt any further harassment of Mr. Shukla for his public interest reportage.
