Manipur – FIR against three Women HRDs who were part of all Women Fact-finding team by the Manipur police

HRD Alert expresses concern about FIR against HRDs for "Fact Finding Mission" on Manipur Ethnic Conflict.

NFIW, led by Aruna Roy, formed FFT due to the Manipur Ethnic Conflict causing displacement, deaths. Despite the severity, the Hon'ble Commission hasn't initiated suo moto action.

NFIW's FFT, including Annie Raja, Nisha Siddhu, and Deeksha Duivedi, probed Manipur Ethnic Conflict, concluding it's not communal but linked to land, resources, and government agendas. Press meet on July 3, 2023, accused state-sponsored violence, criticized government response, and urged urgent peace restoration.

Relief camps in Manipur, mainly run by citizens, lack adequate government support. Concerns include the uncertain future for youth, lack of awareness about FIRs and compensation, and insufficient resources like food, water, and sanitation, especially for vulnerable groups.

The ongoing crisis in Manipur, exacerbated by the state and Union government's inaction, particularly affects women and children. Citizens demand peace, highlighting a trust deficit and a collective desire for a dignified life.

The NFIW conducted a legitimate Fact-Finding Mission in Manipur. The FIR against Women Human Rights Defenders is seen as reprisal for their activism, violating freedom of expression. HRDA urges intervention, citing misuse of criminal law and calls for adherence to international standards on human rights.

The Right to exercise freedom of Speech and Expression under Article 19(a) of the Indian Constitution and The Right to freedom of opinion and expression which encompasses three different aspects: (i) The right to hold opinions without interference, (ii)The right to access to information, and (iii) The right to impart information and ideas of all kinds have been violated.

HRDA appeals to the Commission:

  1. Condemn criminal charges against WHRDs.
  2. Intervene in court to quash false charges.
  3. Direct Manipur DGP for WHRDs' physical security.
  4. Prevent arrests under registered sections.
