Illegal arrest and Assault on HRD Prof. Arumugam

On 14.11.2024, a demonstration was planned in Kandarvakottai, led by Prof. Arumugam, demanding action against Police Inspector M. Sukumaran for defending a culprit in a fatal electrocution case. The Inspector denied permission for the protest on 12.11.2024 and allegedly instigated Pushpa and her sons to threaten and abuse Prof. Arumugam at his residence. Despite Prof. Arumugam reporting the incident to the Kandarvakottai Police Station and higher authorities, no immediate action was taken.

On 13.11.2024, Prof. Arumugam filed a formal complaint, but in retaliation, Inspector Sukumaran instigated Pushpa to lodge a false case against him. Later that evening, Prof. Arumugam was detained without explanation, verbally abused, and threatened at the police station. Inspector Sukumaran accused him of filing complaints with higher authorities and vowed to ruin his life. His mobile phone was confiscated, and he was assaulted, causing severe injuries, including the loss of four teeth. Despite his injuries, no medical assistance was provided, and he was released on bail after appearing before the Judicial Magistrate.

On 15.11.2024, Prof. Arumugam sought treatment for his injuries at Thanjavur Government Medical College Hospital. The incident highlights severe abuse of power, illegal detention, and torture by the Kandarvakottai Police. HRDA asserts this as a violation of Article 21 of the Indian Constitution, which guarantees the right to life and personal liberty, including protection against illegal detention and torture.

We urge the Hon’ble Commission to take cognizance of the above case and urgently:

  • Direct the Director General of Investigation of the NHRC to initiate a transparent, independent inquiry in the illegal arrest and torture of the HRD Prof Arumugam and submit the report to NHRC within two weeks as well as reason for refusal of peaceful demonstration.
  • Direct the Director General of Police of Tamil Nadu to produce within 48 hours copies of all relevant documents pertaining to the abduction and torture for an independent examination by the Hon’ble Commission.
