HRDA has issued an urgent appeal to the National Human Rights Commission of India on April 4 regarding the alleged abduction and intimidation of Mr. Nirbhaya Kumar in New Delhi. Mr. Kumar is a student preparing for the SSC exam.
Mr. Kumar had filed RTI queries to access attendance records of students from the Faculty of Law in Delhi University on February 13, 2018. Through the RTI queries he found that many students are engaged in other professions and government jobs while studying law in the university.
On March 21, 2018, about 7.30 pm, Mr. Kumar with his friend Mr Jitendra Thakur, were near Delhi University, when Mr. Ankush Washan, a government employee who is enrolled in the Faculty of Law as a regular student, approached him and asked him to enter his car. When Mr. Kumar refused, he and another person, Mr. Washan, forced him to get into the car. Seeing this, his friend ran away.
Both of them took Mr. Kumar near Vallabbhai Patel Chest Institute where he was physically assaulted and abused. Mr. Washan threatened Mr. Kumar and asked him to withdraw the existing RTI application filed against him and not to file any RTI queries again. Following this, Mr. Kumar called the local police, but the Sub Inspector of Maurice Nagar Police Station, instead of helping him and registering the case, shouted at him. He alleged that Mr Kumar was drunk. Later, he sent a constable for recording the medical report in the hospital.
After the medical test, Mr. Kumar came to the police station to file a complaint against the accused persons. The police in Maurice Nagar Police Station did not register a FIR and allegedly asked Mr Kumar to withdraw his complaint.
