HRDA has issued an urgent appeal to the National Human Rights Commission of India on February 10, 2020 requesting for immediate provision of medical care to Jammu Kashmir High Court Bar Association (JKHCBA) President and Senior Advocate Miyan Abdul Qayoom, detained under Public Security Act (PSA) in the Agra Central Jail, Uttar Pradesh.
Miyan Qayoom was arrested August 4, 2019 under the PSA and lodged in the Agra Central Jail by the Jammu and Kashmir administration. On January 29, 2020, Miyan Qayoom’s family members received a call from jail authorities in Agra informing them of Miyan Qayoom’s complaint of chest pain, and his subsequent transfer to SN Medical College. Family members rushed to Agra, and on January 30, 2020, found him back in the jail dispensary although his health condition was still bad. He had 60% blockage in his artery, besides being diabetic and having kidney problems. His family feared he would die if he was not provided immediate medical attention and treatment.
According to the KCCS, Miyan Qayoom’s heart rate dropped significantly to 44 pm, which can be fatal and requires angiography or possibly an open-heart surgery. A press release from the ‘Extra Ordinary General-Body Meeting of the J&K High Court Bar Association’, on January 31, 2020 stated that reports of three echocardiograms and one echocardiography on Miyan Qayoom showed that his illness had aggravated. He had not been able to walk for the two preceding days due to breathlessness and chest pain and was relegated to a wheelchair, said the press release. Miyan Qayoom’s medical needs were grossly neglected at Agra Hospital and he was denied food and water despite being a diabetic. He was also discharged and sent back to jail despite needing immediate medical attention. He was shifted to Tihar Jail in New Delhi on February 1, 2020. His health condition continued to deteriorate, and he needed urgent medical care.
