HRDA has issued an urgent appeal to the National Human Rights Commission of India on April 7,2020 regarding the illegal detention/ arrest, wrongful confinement and censorship of Mr. Konsam Victor Singh by Manipur Police. Mr. Singh is a member of the administrative staff of the electrical engineering department at Manipur Institute of Technology and takes keen interest in social issues.

On the evening of April 1, 2020, Mr. Singh was picked up from his residence by Porompat Police, East Imphal and was illegally detained for the night without an FIR or an official complaint. He was detained with six other inmates in a tiny shell despite the COVID-19 pandemic under instructions from the Chief Minister’s (CM) office, and was questioned over his Facebook post on the CM. He was released the next day only after he deleted post and rendered an apology about it in another post, as directed by the police.
