On July 8, 2024, at around 6 PM, six individuals claiming to be undercover police officers, without uniforms or badges, surrounded Mohammad Hussain's house and took him into custody. His family intervened, but the officers insisted they were taking him for questioning, leaving in an unmarked vehicle. Later that evening, the Ramakrishnapur Police Station informed the family that Hussain had been arrested in connection with FIR No. 55 of 2021 under sections of the IPC and the Unlawful Activities Prevention Act (UAPA).

On July 9, 2024, Hussain was presented before a magistrate in Mancherial and remanded to Adilabad District Jail for 15 days to complete the investigation. HRDA suspects that Hussain’s arrest, without adherence to proper legal procedures, is a form of retaliation for his human rights activism. The police reportedly claimed to have apprehended Hussain near a coal mine, contrary to his family's account of his arrest at home. The arrest violated several guidelines, including the absence of police uniforms and badges.

  • We urge the NHRC to take cognisance of the case and to direct the Director General of Investigation of the NHRC to initiate a transparent, independent inquiry in the illegal arrest, of the HRD and submit the report to NHRC within Two Weeks.
  • To direct the Director General of Police of Telangana to produce within 48 hours copies of all relevant documents pertaining to the arrest for an independent examination by the Hon’ble Commission.
